The Navy released the spring petty officer advancement quotas for more than 22,000 active duty, Full Time Support (FTS) and Selected Reserve (SELRES) Sailors to advance to E-4, E-5 and E-6, May 21.
As Navy grows the force, leadership recognizes the need to retain Sailors with the technical and leadership skills for the future in order to meet its growing need for accomplished Sailors that cannot be met through recruitment alone.
To retain skilled Sailors, incentives such as selective reenlistment bonuses are being leveraged to encourage Sailors and their families to ‘Stay Navy.’
This spring, active duty petty officers in all rates and paygrades will see advancement opportunities. Although the quotas for this cycle suggest a slight decrease in opportunity for the Navy-wide Advancement Exam, overall advancement chances remain high with approximately 7,000 quotas available through the Meritorious Advancement Program.
Advancement opportunities for FTS Sailors were above the 10-year average in all pay grades, while E-6 slots increased compared to the last cycle.
For SELRES Sailors, advancement opportunities slightly decreased for E-4s, but increased in the E-5 and E-6 pay grades and remais above the average of the last five cycles. Overall, this cycle continues to demonstrate stabilization and improvement in advancement opportunities for Reserve Sailors.
Spring active duty advancement opportunities and quotas by pay grade are:
E-4: decreased from 43.32 percent last cycle to 39.74 percent (-3.58 percentage point change) this cycle, with 7,825 quotas.
E-5: decreased from 27.25 percent last cycle to 21.03 percent (-6.22 percentage point change) this cycle, with 7,350 quotas.
E-6: decreased from 14.34 percent last cycle to 12.53 percent (-1.1 percentage point change) this cycle, with 3,409 quotas.
FTS advancement opportunities and quotas by pay grade are:
E-4: decreased from 90.34 percent last cycle to 81.11 percent (-9.23 percentage points change) this cycle, with 176 quotas.
E-5: decreased from 33.58 percent last cycle to 30.95 percent (-2.63 percentage points change) this cycle, with 186 quotas.
E-6: increased from 10.04 percent last cycle to 15.02 percent (4.98 percentage points change) this cycle, with 141 quotas.
SELRES advancement opportunities and quotas by pay grade are:
E-4: slightly decreased from 65.95 percent last cycle to 64.64 percent (-1.31 percentage point change) this cycle, with 744 quotas.
E-5: increased from last cycle 33.08 percent to 35.63 percent (+2.55 percentage point change) this cycle, with 1,154 quotas.
E-6: increased from 17.48 last cycle percent to 21.50 percent (+4.02 percentage point change) this cycle, with 736 quotas.
Command triads will be notified via BUPERS Online (BOL) of their Sailors’ advancement results May 22 at approximately 11 a. m. Eastern Daylight Time (EDT).
Individual Sailor advancement notifications will be posted on BOL, Navy Enlisted Advancement System (NEAS), and a list of those advance will be posted on All Hands Magazine at www.ah.mil on May 23, at approximately 11 a. m. EDT.
